В вопросе фигурирует compact 3.0, в котором ("и все-таки, я прав или
неправ?..") штатным средством конфигурирования является alterator. У
него есть модуль alterator-timezone, позволяющий в том числе настроить
синхронизацию через ntpd. Я им не пользовался, нюансов не знаю, но в
любом случае есть соответствующий кусочек справки, он еще лежит тут:
