Пакет fetchmail-daemon*.rpm стоит?
Если да, то после "service fetchmail start" - происходит запуск
fetchmail для _всех_ пользователей (точнее, тех - у которых
.fetchmai* в хоуме, кажется) с использованием их личных настроек.
(Демоном или нет - зависит от настроек.)
PS: Писал по памяти: fetchmail использую дома.
