делаешь вот так:
$mkisofs -v -r -jcharset koi8-r -o image.iso *
и потом прожигаешь
$cdrecord -v -eject image.iso
всё читается и на Linux и на Windows - сам регулярно таскаю из
дома на работу таким образов файло (из linux в windows)....
Если пишешь X-CD-Rouster то там на одной из закладок есть опция
типа charset и кажется там тоже надо ставить koi8-r
Это все если у тебя локаль koi8-r а если сp1251 - то вообще
проблем быть не должно (но не проверял - у мен koi)
