Я пользуюсь консольными утилитами, но усточиво замечено, что
описаная вами ситуация возникает в случае, если при формировании
образа диска (или там располагаются исходные *rpm, или временные
файлы) происходит запись на "не родные" файловые системы Linux
FAT16, FAT32 etc. то есть туда, где линукс не может сохранить
атрибуты файлов.
Кроме этого при сочетании описаного с ключем -iso-level 3
возможно полное слетание кирилицы.
