У программ KDE3 проблема с запуском из-под KDE4, поэтому рекомендуется
пользоваться родными KDE4-аналогами при наличии.
Помочь может запуск
XDG_CONFIG_DIRS=/etc/kde3/xdg:/etc/xdg kde3 kbuildsycoca
перед запуском KDE3-программы.
