Ну не знаю, причем тут это... У меня доступен пункт меню Настройки
панели по щелчку правой кнопке на панели..

У меня оба пункта есть. Второй вроде появляется в том случае, если
включить в xorg Composite Extension, если выключен по умолчанию... Это,
как правило в случае интегрированных Intel-карт.. Но, если честно, за
точности не ручаюсь.. - давно xfce установлен, несколько лет.. Дальше
только обновлял.
