Конфигурация 1С и информационная база (ИБ) 1С совсем разные вещи.
ИБ вы сами создаёте. Если есть выгрузка ИБ в dt-файл, то после создания ИБ вы
просто загружаете эту выгрузку в созданную ИБ.
