Здесь (в options) отсутствует DISABLED=no. Возможно кто-кто, в угоду
NM, придумал сменить умолчание в /etc/net/ifaces/default/options
с "DISABLED=no" на "DISABLED=yes". Только что я такое увидел в
"ALTLinux Desktop LXDE"
