(суммируя) Тем не менее /sbin/ifconfig в дистрибутивах обычно
доступен из пакета net-tools, а в пути его не будет у нормального
пользователя либо при использовании su вместо su - (сравните
вывод echo $PATH), как уже и подсказали рядом.
То есть разница не в ifconfig(8), а в su(8). :)
