Исправить определение макроса RPM %_install_langs (обычно инсталятор
пишет его в /etc/rpm/macros), добавив туда uk (элементы списка
разделяются двоеточием); можно также удалить этот макрос совсем, чтобы
устанавливалась поддержка для всех имеющихся локалей. После этого
переустановить как минимум пакет glibc-locales; чтобы появились
переводы, придётся переустановить все пакеты, в которых они были.
Пользователям KDE немного проще, поскольку существенная часть
переводов не разбросана по всем пакетам с программами, а собрана в
пакеты kde-i18n-* (по пакету на язык).
