2 ktirf: давай на будущее "галочку" поставим -- про кнопку "ещё"
и за ней возможность указать все поддерживаемые по крайней мере
glibc локали по необходимости?

С другой стороны, альт -- практичный дистрибутив в том смысле,
что не гоняется за всем миром в ущерб своей основной аудитории.
Кому что нужно, тот то и спрашивает или обеспечивает.
Вы подробнее уточните, в каких именно приложениях не хватает
оной поддержки (в частности, какой десктоп используется -- kde?),
что содержит переменная %_install_langs в /etc/rpm/macros и есть
ли желание освоить по минимуму сборку пакетов (взять спек,
поменять несколько букв, добавить нужный тарбол и сказать
rpm -ba этот.spec обычно).
А, и ещё такое сделайте:
ls -ld /usr/{lib,share}/locale/es*
