Если нет ни одного сервиса, работающего из под xinetd, он после старта через
некоторое время останавливается. Загляните в конфиги сервисов, что
расположены в /etc/xinetd.d/ и найдите там хоть один из сервисов, где
указано disable = no. Сколько у вас таких?
