Есть два варианта:
1) Перейти на Alt Linux 4 Personal Desktop там она есть.
2) взять на
ftp://ftp.altlinux.ru/pub/distributions/ALTLinux/4.0/branch/files/SRPMS/
и попробовать пересобрать в среде ALC3
