Эта строчка добавилась в этом файле в закомментированном виде.
По умолчанию все источники обновления в этом файле закомментированы.

Конечно; ftp://ftp.altlinux.org/pub/distributions/ALTLinux/4.0/branch
- это такой Сизиф для 4.0.
С другой стороны, это более стабильный репозиторий, обновляться из него
можно гораздо спокойнее чем из обычного Сизифа.
