У меня есть бэкпорт vlc для M24, я его правда не тестил нигде.
Вообще попробуйте заменить эту зависимость на ffmpeg-devel, тогда оно еще так
называлось.

репозиторий с hasher'ом находится на http://87.236.24.49/hasher/backports-M24/
чтобы его использовать, надо:
rpm http://87.236.24.49/hasher/backports-M24/repo i586 hasher
в sources.lists
Я, правда, не знаю, что обновление оттуда может сломать в Вашей системе,
поэтому используйте на свой страх и риск.
