Это нормально, обычно излишек идёт сразу под дисковый кэш
и высвобождается по мере надобности.

Видим, что при ~30M свободной памяти реально свободен гиг с лишним.
Маленький, но прилежный интернет-сервер тоже заметно кэширует,
при этом засовывая ненужное в данный момент из памяти в своп:

Рабочая станция, на которой сейчас две исковые сессии (одна -- KDE+gimp):

(сессий бывает и больше, неактивные спокойно уползают в своп
до надобности, но кэш обычно где-то так или больше и держится)
