Разумеется, можно. Искать на предмет Dynamic DNS. Посмотреть
сравнение имеющихся сервисов на
http://www.technopagan.org/dynamic/ , выбрать понравившийся,
зарегистрировать доменное имя. Поставить какой-нибудь из
предлагаемых клиентов, отслеживающих изменение IP, и
обращаться к своей машине через её имя. При желании изменить
клиент на предмет отсылки нового адреса не только провайдеру
DDNS, но и себе на почту :-)
