Никто не говорит что нельзя. Нельзя это когда у тебя нет доступного
инструментария что-то сделать, и даже в таких случаях находятся
"умельцы". В случае с открытыми системами весь материал перед тобой,
правь что хочешь. Вопрос стоит о целесообразности таких действий для
конечного пользователя.
Текстовый конфиг, в меру разбавленный коменариями, читается
непосвященным в тонкости програмирования пользователем гораздо легче чем
аналогичный скрипт/программа.

А вот алгоритм поиска решения практически идентичен (при наличии
исходников конечно-же) -- чтение исходника, с целью понять как это
работает и какие веревочки оно там дергает.
