Да хоть в /opt он пусть лежит, это не меняет постановки задачи -- дать
_пользователю_ инструмент для быстрой смены dm, без поиска/чтения/правки
необходимых скриптов, отвечающих за загрзку.
С таким же усмехом все это можно за'hardcode'ить в С-шный код и менять
путем правки/перекомпиляции, тока оно кому надо?

чаще всего, под конфигом понимается текстовый файл (структурированный
или нет), в котором хрянятся описания и значения конкретных параметров,
за которыми время от времени в него лазиет конкретная программа.
придерживаясь этого определения, конфигом является именно
/etc/sysconfig/desktop
