Мне кажется, это связано с изменением у провайдера, а не у вас.
Выясните появившиеся особенности настройки.
Вот из man по pppd про эту ошибку:
10 The PPP negotiation failed, that is, it didn't reach
the point where at least one network protocol (e.g. IP) was
running.
