Играя с 'encoding' имеёте в виду, что vim начал понимать "cp1251"
только начиная с версии 6.2.106-alt1 (6.2.111 в апстриме), для
ранних версий надо использовать "8bit-cp1251".

способов выйти из chroot jail, что об этом даже говорить не интересно.
