Имейте в виду, что если вы сравниваете скорость графики с Win9X,
то думаю, что KDE действительно будет медленнее на вашей машине.
Конкретно можно смотреть командой free насколько используется
файл подкачки, hdparm -t /dev/hda покажет скорость считывания с
диска. Если именно графика у вас медленно рисуется, присылайте
/etc/X11/XF86Config-4 и /var/log/XFree86.0.log
