Да, это оно самое. Внутреннее представление кириллицы в Emacs
основано на ISO-8859-5. Если же работать с Юникодом, то будет
использоваться совсем иное внутреннее представление, несовместимое
с первым. Эту несостыковку можно исправить двумя способами:
а) на лету перекодировать юникодовое представление в стандартное,
основанное на ISO (что достигается с помощью пакета Mule-UCS);
б) использовать юникодовое представление даже при работе с
8-битными кодировками. Это было бы правильнее, но для этого
надо переписывать cyrillic.el со всеми взаимосвязанными
файлами. А потом добиваться того, чтобы разработчики переписанную
версию приняли.
Как я понимаю, ни то, ни другое ни в Alt, ни в каком-либо ином
дистрибутиве по умолчанию не делается...
