Пока не соберетесь откатиться на 8-битную кодировку :-)
Правда, проблема будет только с отображением, не с доступом:
текст UTF-8, по крайней мере, будет валидным с точки зрения
любой 8-битной кодировки, только вот выглядеть будет странно.

Очевидно, что-то вроде
-*-tahoma-medium-r-normal--12-*-*-*-*-*-iso10646-1
Но как это будет работать с gtk1 приложениями, понятия не имею.
