Чушь. От типа раздела (primary/extended) скорость работы с ним
абсолютно не зависит. primary нужен только для /boot в некоторых
случаях (если не хочется ставить загрузчик в MBR).
Вот относительное расположение разделов на диске тут может влиять -
наиболее часто используемые разделы рекомендуется помещать в середине
с целью минимизации перемещений головок.

При загрузке swap, скорее всего, не используется вообще - посмотрите,
что выдаёт по этому поводу free.
