В /etc/sysconfig/static-routes. Описание есть в документации к
initscripts.

/etc/sysconfig/static-routes:
eth1 net 192.168.0.0 netmask 255.255.0.0 gw 192.168.3.254
означает, что все 256 сетей блока 192.168/16 доступны через
шлюз 192.168.3.254.

Все зависит от задачи. Зебру имеет смысл ставить для динамической
маршрутизации. Если можно обойтись static'ом -- лучше им и обойтись
(тем более - если идет настройка "небольшого маршрутизатора" ;)
