А если попробовать
LC_CTYPE=uk_UA.UTF-8 editor filename
Ес-но заменить editor и filename.
Свежие версии kate (пакет kdebase умеют открывать и сохранять
файлы в ~30 кодировках). Самые современные выполняют
перекодирование на лету.
Однако, не помню точно позволяет ли kate из Master2.0 делать это,
хотя kde3.0 в дистрибутив включен. Там то точно есть достаточно
современный kate.
