Он там включен, во-первых, в раздел non-free, во-вторых, только в виде
исходника. Т.е. устанавливаешь пакет qmail-src, запускаешь
build-qmail, в результате получаешь бинарный пакет, который можно
поставить у себя в системе, но нельзя распространять.
