Самое простое действие:
0. зайти root'ом
1. rpm -qa | grep pop
2. если пакет popa3d не установлен, выполнить
apt-get install popa3d
3. Выполнить /sbin/chkconfig -add popa3d
4. подкорректировать /etc/xinetd.conf и /etc/xinetd.d/popa3d на предмет
указания адресов, с которых разрешено подключение к POP3
