Сомневаюсь. У меня недавно, вроде после очередного dist-upgrade, на машине,
на которой я собираю все - выскочило точно такое же сообщение. Проверил,
действительно исчез rpm-build ... Вот по-этому и предположил ...
Что сообщает команда '$ rpmbuild --help' ?
