Это первый процесс - он садится на порт 80 (что без рута не сделать) и
дальше только следит за детьми, к сети сам не прикасается. Есть еще
несколько операций, которые требуют рута. Теоретически можно было бы
сбросить права после инициализации, но при этом, например, пропала бы
возможность перечитывания конфигурации без полного перезапуска.
