sndconfig лежит в каталоге /usr/sbin в который переменная PATH по умолчанию не смотрит. Т.е. для запуска sndconfig надо или добавить каталог /usr/sbin в переменную PATH (не рекмоендуется) или просто выполнить:
$/usr/sbin/sndconfig
