у апт-гета есть свои настройки на прокси (man apt.conf), а вообще
заводятся переменные:
export ftp_proxy:ftp://xxx.yyy.zzz.kkk:ppp
export http_proxy:http://xxx.yyy.zzz.kkk:ppp
