чтобы выполнять под ним работу администратора (иксы под пользователем,
а useradd или apt-get dist-upgrade - под root).

Фактически больше никак, потому что если вы последовательно найдете и
исправите все костыли в локали рута, то ваш профессилнализм вырастет и
вы сами не захотите запускать иксы из под рута.
А помогать вам в этом глупом деле никто не будет.

скопировать нужные настройки из /root в /home/username и поменять
владельца
