Спасибо, вопрос решил по другому:
Опции|муль|языковое окружение - его меняешь - и всё ок.
чтобы постоянно не заходить в меню - сделал макросы и сохранил в .emacs
- теперь для вин файлов перед открытием делаю Alt+x win (название макроса), для кои (если перед этим читал в вин, без этого - по умолчанию) - Alt+x koi
и всё ок!
Единственное не могу по умолчанию включить подсветку (режим Font Lock)
пробую в .emacs выставить global-font-lockmode 1 и не получается. может что с синтаксисом?
