Получите один html с номерами русских символов вместо самих
символов (galeon это отображает нормально). Может, OO его сожрет.
Если годится несколько html-файлов, по одному на раздел, можно
указать chunk.xsl вместо docbook.xsl, тогда русские символы будут
не номерами, а в koi8-r.
Для всего этого должны быть установлены пакеты:
docbook-style-xsl
libxslt
docbook-dtds
Сам в OO не пробовал, так что ой :)
