Не иначе, как из Sisyphus обновлялись ;) А пишете в mandrake-russian...

/etc/pam.d/system-auth
найдите параметр enforce и поменяйте на один из
(цитата из /usr/share/doc/pam_passwdqc-0.4/README):
The "only" modifier can be used to disallow user-chosen passwords.
