Это бывает, когда _ни_один_ пакет не идет через интерфейс и не может идти.
У меня эту надпись выдает ppp туннеля, когда другой конец оного не зацеплен.
То есть, интерфейс как таковой есть, а сети нет.
В Вашем случае - шут знает что.
