Действия были верны. Можно и для рута организовать, но
не нужно.

Да. fetchmail скачивает и пересылает, куда сказано.
Доставкой занимается MTA, по умолчанию - Postfix.
Проверьте, включен ли он, см матюги в /var/log/maillog

Если у вас dialup, то
В простейшем случае - достаточно в
/etc/postfix/main.cf указать relayhost = <smtp-сервер
провайдера>
У пользователей - smtp-сервер выставить <станок с Linux>
Если захочется большего - то всё настраивается по
потребностям, которые нужно сначала определить....
