Скорее - модемы зависли на предъявлении друг другу списка известных протоколов.
Очень часто проявлялось несколько лет назад при попытках использования куръера на
модеменом пуле инфотел. Сейчас уж наверно и модемы другие и инфотел к праотцам отправился,
да и я мало что помню, но лечиться отключением всех "лишних" протоколов (т.е. тех про которые
известно, что на них соединение не устанавливается, или установка соединения не желательна),
а также изменением порядка их предъявления (у куръера была такая опция).
Конкретно куръер (убей бог не помню какой именно: но это была одна и та же модель, с которой
это происходило) лечился апгрейдом прошивки или инициализационной строчкой - широко известной
в узких кругах ;).

Списком строк и другими более подробными советами к сожалению помочь не могу: не занимаюсь
техподдержкой уже более четырех лет и просто ничего помню, да и парк моделей уже, наверно,
сменился пару раз. А то в FIDO была RU.MODEMS (кажется) - вот в ее архивах можно порыться.
