Чтобы что-то вообще собралось, в систему необходимо поставить соответствующий -devel, для
P7 это postgresql9.1-devel, последняя версия 9.1.24-alt0.M70P.1.
Если есть желание изучать более свежие версии, то лучше это проделать на официально живой ветке
P8, в которой уже postgresql9.6-devel. Либо локально пересобрать SRPM версии 9.6 с параметром
--with devel
