Нет, это необязательно.
Кстати, можно иметь свою AS и не иметь своих IP и наоборот.

1. Если в пределах одной AS, то использовать внутренний протокол BGP
(Interior BGP, IBGP)
2. Если через отдельную AS будет делаться, то диапазон 64512-65535
зарезервирован для частных AS, и можно использовать External BGP
(EBGP). Естественно, эта AS будет фильтроваться на узлах
провайдеров и в Интернет не "выпускаться".
