Взгляните на MFC-подобную библиотеку wxWindow, на их сайте были
ссылки на инструментарий (открытый и коммерческий) включая IDE и
т.д.
Еще есть Dev-C++, который изначально для компилятора mingw32 под
вынь, но они вроде хвалились Linux-бетой.
