Помнится, мы на своих виндах 2к делали следующее:
меняли FontSubstitues в реестре. там есть такая секция.
добавляли в нее 3 ключа.
TimesNewRoman,0->TimesNewRoman Cyr,208, что-то вроде, надо прямо там
смотреть, можно просто скопировать имеющееся и подправить.
Arial
Courier [new] не помню точно
Далее. Есть еще одна секция, не помню названия, но можно поискать в
реестре по "1252". ТОже секция, относящаяся к кодировкам. Так вот там
1252 надо заменить на 1251.
Это тянется еще со времен NT.
P.S. не знаю, насколько это вам поможет. но у нас проблем с кириллицей
не было после этих действий
