Вы не перепутали? Цитата из help Win98:
если в сети не найден сервер DHCP (от себя - или не хватило IP
из выделенного диапазона), компьютер настроенный на
автоматическую конфигурацию назначает себе IP LINKLOKAL из
диапазона 169.254.X.X. Хорошо видно при запуске DHCP-сервера под
Linux в отладочном режиме, или запустите winipcfg под Win98
